"Eugene comes armed with an enormous range of skills, both from within football and as a highly successful lawyer and businessman in his own right," Kangaroos chairman James Brayshaw said in a club statement.
"Eugene's appointment is just what we needed. He knows football, he knows football clubs. We are pinching ourselves. It's huge," Brayshaw added.
Brayshaw also says later that Arocca was recruited from Collingwood with the approval of Magpies president Eddie McGuire.
"I said 'Ed, we're trying to get a CEO as you know, and Eugene Arocca's name keeps coming up, and I don't want anyone from our footy club speaking to Eugene without your blessing.'
"He said we would never stand in anyone's way if it's an opportunity Eugene wants to have a look at then you speak to him with our blessing."
